§139.1
CHARTER OF THE CITY OF LOS ANGELES

 

or regulation, or rate, toll or charge, for periods not exceeding ninety days, and every such ordinance shall so provide. Every such ordinance shall prescribe penalties for the violation of the provisions of such order, and any person, firm or corporation who shall violate the provisions of any such order shall be guilty of a misdemeanor and shall be punishable by imprisonment in the city jail for a period not exceeding six months, or by a fine not exceeding five hundred dollars, or by both such fine and imprisonment, as may be prescribed in such ordinance. Sec. 139.1. The Board of Harbor Commissioners, at least once in every ten (10) years, shall cause an industrial and administrative survey to be made of the business and property of the department, by an independent qualified industrial engineer or organization specializing in such surveys. Such survey shall be made for the purpose of ascertaining if the department is being operated in the most efficient and economical manner. In the event the Mayor deems such a survey to be advisable, he may order the board to cause such survey to be made, provided, however, that the engineer or organization employed to make such survey shall be approved by the board and the Council. (Added, 1941.)

 

Sec. 140. (a) All tidelands and submerged lands within the limits of the Harbor District, as the same now or may hereafter exist, whether filled or unfilled, are hereby declared to be required for use for purposes in connection with, or for the promotion and accommodation of commerce, navigation and fishery, and shall, except as hereinafter provided, continue to be withheld for such purposes. It shall be unlawful to grant, sell, convey, alienate, transfer, or otherwise dispose of, except as herein provided, any of the right, title or interest of the city in and to such tidelands and submerged lands, or any part thereof; provided, that grants of such lands may be made to the State of California or to the United States of America for public purposes, when authorized by a majority vote of the qualified voters of the city voting upon the question of authorizing any such grant at an election.
